Abstract
The wonderful Venezuelan experience of "El Sistema", which has spread its example across suburbs all over the World over the past forty years, has been used in Italy as a framework for the Italian National Project since 2010: with a theoretical understanding of the capability approach in music education, the research proposes a reflection on the role that music plays when practiced (Choir and Orchestra) during early childhood and youth, and when it is used not only as a trained music language, but also as a mediator in situations of social hardship and economic difficulties. Italy has implemented this model, in harmony with the European Parliament and UNESCO resolution (2009).
