Abstract
This book contains the proceedings of the 13th International Conference on Cloud Computing and Services Science (CLOSER 2023) which was organized by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in cooperation with ACM Special Interest Group on Management Information Systems and ACM Special Interest Group on Hypertext, Hypermedia and Web. This year CLOSER was held in Prague, Czech Republic as a hybrid event, from 26 to 28 April.
