Abstract
Austrian policy repeatedly declares South Tyrol to be a "matter of the heart". Austria's protective function for the German- and Ladin-speaking minority in minority in South Tyrol is internationally guaranteed. Is the protection of the minorities also a matter of the heart for Austria?
