Abstract
The roundtable discussion was organized together with the Forum of Federations and took place in the framework of the 2021 "Winter School on Federalism and Governance". The event was also streamed online via Facebook and Youtube. The discussion examined and compared cooperation mechanisms developed, used and adopted by local governments in Canada, Germany and South Africa in times of crisis. Three panelists analyzee the form, function and efficacy of these mechanisms during the COVID crisis.
