Abstract
This presentation provides an overview on the Rapid Risk Appraisal (RRA) approach, developed and applied within the GreenRisk4Alps project, mainly focussing on its objectives, methodology and application examples. The RRA is a participatory approach which aims to analyse and compare risk management practices connected to gravity-driven natural hazards (e.g. landslides, rockfall, avalanches). By involving local experts working on different natural hazards in a half-a-day workshop, the RRA allows to identify strengths and points for improvement regarding the available capabilities, instruments, tools etc. in the field of risk management.
The core of the RRA workshop are 23 indicators or questions, covering the steps of the integrated risk management cycle, grouped in eight categories (namely, hazard and risk assessment, land use planning, man-made measures, nature-based solutions, risk communication, early-warning, response and recovery). Within the project, four workshops were organized in four different PARs: Val Ferret (Italy), Kranjska Gora (Slovenia), Oberammergau (Germany) and Southern Wipptal (Italy). Results show that the experts’ satisfaction with available risk management practices differ not only among the different study areas, but also within the same study area with respect to the management of different natural hazards. The talk presents the results related to the capabilities in the fields of hazard and risk assessment as well as risk communication; the complete results are available in the project Work Package 3 deliverable “D.T.3.5.1”. Overall, the results of the RRA can be integrated with the outcomes of the spatially explicit analysis as well as the application of the FAT (see other presentations), aiming at obtaining more informed decisions in the field of ecosystem-based risk management.
Applications beyond the GreenRisk4Alps project include the adaptation of the methodology carried out by the Natural Hazard Platform of the Alpine Convention (Planalp). The adapted methodology was adopted to conduct national workshops in seven Planalp Member States with the goal to better coordinate existing instruments and initiatives in the fields of contingency planning and disaster management.
