Is there a crisis in concurrent powers in federal systems? While federalism means little else than sharing of powers, and thus almost all the powers are de facto concurrent, why is concurreny so unpopular? Based on recent constitutional reforms and reform attempts in Germany and Italy, the paper provides for possile explanations of the reasons for such a conundrum.
