Abstract
In recent times, participatory procedures are becoming the rule not only at local level, but also in constitutional processes, both for constitutional reforms and for more comprehensive constitution-making. While forms and degree of participation vary based in time and intensity due to a number of factors, their presence is changing the way constitutions are written or reformed. This article provides a comparative survey of such processes and instruments with a view to offering to the Belarussian constitutional drafters and legislators modern instruments for democratic decision-making.
