Abstract
A major prerequisite for operationalising resilience is the existence of sound analytical frameworks. The emBRACE project addressed the research needs through the development of an analytical framework of community resilience, through the empirical research and through the elaboration of guidelines for resilience indicator development. This chapter aims to answer these needs and requirements by proposing an integrative indicator‐based approach for assessing and operationalising community resilience to natural hazards. An integrative indicator‐based approach that combines both quantitative and qualitative indicators, across multiple levels of measurement, scales of application, and methods of data collection. It argues that the use of indicators represents a valuable approach not only to identify the most important components of community resilience, but also to consistently structure and systematise the resilience assessment. Most of the collected indicators are designed for the individual, household or community scale, that is, without having a well‐defined spatial component.
